Masyarakat Boven Digoel Mulai Bergairah Tanam Karet
Stabilnya harga karet asap lembaran pada kisaran Rp 20.000-Rp 25.000 per kilogram membuat warga Boven Digoel, Papua, bergairah menanam karet. Mereka bersiap membuka lahan-lahan baru untuk menanam ribuan bibit karet.
Di Distrik Mandobo, Boven Digoel, misalnya, masyarakat setempat tengah bersiap membuka 22 hektar hutan alam untuk dijadikan kebun karet. Barnabas Gembenop (31), Ketua Kelompok Tani Karet Kampung Mawan, Distrik Mandobo, Jumat (23/9), mengatakan, masyarakat Kampung Mawan sudah sepakat memanfaatkan 22 hektar tanah ulayat untuk kebun karet yang akan digarap dua kelompok.
Untuk membuka lahan, mereka mendapat bantuan dana sebesar Rp 69 juta dari program Rencana Strategi Pembangunan Kampung (Respek) Provinsi Papua. Adapun untuk bibit disiapkan secara swadaya dan dari bantuan Pemkab Boven Digoel.
”Harga karet terus membaik. Dulu pada tahun 2007 harganya Rp 11.000 per kg, kami tidak mau sadap, tetapi kini harga sudah naik mencapai Rp 20.000. Harga ini cukup bagus. Jualnya juga mudah karena ada penampung,” ucap Barnabas yang memiliki 75 pohon karet di kebunnya. Di Distrik Jair harga karet menembus Rp 25.000 per kilogram.
Meski begitu, tutur Barnabas, petani karet sering kali kesulitan mendapat asam semut yang digunakan untuk membekukan getah karet karena ketersediaan stok di Tanah Merah sering habis. Sementara itu, Lamber Karenjob (61), warga Tanah Merah, mengaku kesulitan menyadap karena keterbatasan alat, seperti mangkuk penampung getah karet, pisau sadap, dan alat pengolah karet.
Berdasarkan data Badan Pusat Statistik Boven Digoel, luas perkebunan karet rakyat di Boven Digoel pada 2009 mencapai 1.813 hektar. Perkebunan karet rakyat ini tersebar di Distrik Jair, Subur, Mindiptana, Iniyandit, Kombut, Mandobo, Waropko, dan Kouh. Adapun total produksi karet lembaran hingga Juli 2011 mencapai 199,3 ton.
Wakil Bupati Boven Digoel Yesaya Merasi mengatakan, masyarakat setempat memang meminati berkebun karet. Selama ini, mereka sudah menikmati hasil perkebunan karet karena harga jual yang baik. Bagi investor yang ingin menggarap perkebunan karet, Yesaya mengatakan, investor harus melibatkan masyarakat dengan sistem plasma dan inti rakyat agar masyarakat diberdayakan. ”Karet menjadi andalan ke depan Boven Digoel,” katanya.
Paulinus Koymot, Kepala Bidang Potensi dan Produksi Perkebunan Dinas Pertanian Boven Digoel menuturkan, hingga tahun 2011, area perkebunan karet rakyat menyusut seluas 224 ha karena perubahan fungsi lahan menjadi permukiman. Untuk menggantinya akan dibuka lahan baru 174 ha di beberapa distrik. Dinas Pertanian telah menyediakan 69.600 bibit karet. ”Masyarakat yang membuka lahan baru itu, pemkab membantu bibit,” ujarnya.
Dari luas perkebunan karet rakyat di Boven Digoel, sekitar 65 ha merupakan perkebunan karet peninggalan Belanda yang kini digarap warga setempat. Pohon karet peninggalan Belanda, ujar Paulinus, sudah waktunya diremajakan kembali karena telah berumur di atas 50 tahun sehingga telah melewati masa produktif. (sumber)
