Boven Digoel Bagi Rumah Gratis
Boven Digoel boleh saja dikenal sebagai kabupaten pemekaran baru yang sebelumnya hanya salah satu distrik di Kabupaten Merauke. Akan tetapi, dua tahun setelah memiliki kepala daerah definitif, daerah baru tersebut langsung tancap gas membangun.
Jangan keliru membayangkan Boven Digoel sebagai daerah terpencil; sunyi, temaram, dan terbelakang. Kini, infrastruktur jalan aspal membelah kota kabupaten yang masuk wilayah Distrik Mandobo, menghubungkan kampung-kampung di Tanah Merah.
Sebulan terakhir, angkutan kota sudah beroperasi meskipun baru berjumlah delapan unit. Kondisinya masih mulus karena baru saja didatangkan dari Jawa.
Sejak akhir Maret lalu, listrik beroperasi selama 24 jam di Tanah Merah, ketika kabupaten pemekaran lain masih dilanda penyakit penerangan “byar-pet”. Hadirnya listrik 24 jam menyusul dioperasikannya Pembangkit Listik Tenaga Diesel (PLTD) berpenggerak empat mesin berkapasitas total 1.000 kWh.
Sebelumnya, penduduk Tanah Merah hanya dapat menikmati aliran listrik dari PLN enam hingga tujuh jam sehari. Lebih dari itu, warga harus mengeruk kantong untuk mengoperasikan generator.
Secara ekonomis, penggunaan generator jelas tidak menguntungkan karena harga bahan bakar minyak (BBM) lebih tinggi dua hingga tiga kali lipat dari harga BBM di Jawa.
“Harga” lain yang harus dibayar pemerintah daerah untuk menerangi ibu kota adalah kepemilikan kapal motor (KM) Wambon berbobot mati 140 gross ton (GT). Menurut Bupati Boven Digoel Yusak Yaluwo, kapal kargo sekaligus pengangkut BBM dari Merauke itu dibeli Rp 3 miliar tahun 2006 dari satu galangan kapal di Kalimantan.
“Untuk percepatan pembangunan, kami tidak bisa hanya menunggu bahan saja. Kami harus kreatif,” kata Yusak.
Ia menambahkan, prioritas utama pembangunan pada 2007 adalah pembangunan infrastruktur jalan yang menghubungkan seluruh distrik (16 distrik) di wilayah Boven Digoel, termasuk menembus batas utara dengan Kabupaten Pegunungan Bintang.
Bersamaan dengan itu, lanjut Yusak, pihaknya juga menjajaki pembangunan dermaga yang lebih memadai dan mengupayakan perbaikan bandar udara Tanah Merah. Obsesinya, menjadi “pintu” masuk sekaligus keluar bagi kegiatan transportasi barang dan manusia dari kabupaten-kabupaten lain.
Menurut Kepala Dinas Perhubungan Kabupaten Boven Digoel Sadrak Thony, keberadaan dermaga sekarang kurang memadai. Apalagi bila musim kering tiba, kapal-kapal motor dari Surabaya dan Makassar biasanya hanya dapat bersandar di pelabuhan milik Korindo Grup di kawasan Asiki, Distrik Jair.
Permukiman gratis
Berkaitan dengan penggunaan dana otonomi khusus (otsus), yang kini mencolok di Tanah Merah adalah pembangunan rumah permanen. Rumah- rumah tersebut diberikan gratis kepada penduduk asli Papua, setelah melalui seleksi di tingkat distrik dan kepala kampung. Salah satunya, dibangun di Kampung Persatuan di sekitar rumah dinas bupati dan Kampung Wet di sisi utara Tanah Merah.
Tahun ini dibangun 200 rumah—dua kamar plus dapur berlantai keramik—untuk penduduk asli Boven Digoel. Seluruh penduduk asli secara bergilir akan menerima rumah gratis.
Program Perumahan Semesta juga menyentuh kawasan pedalaman dengan menyuplai kebutuhan material bangunan menggunakan helikopter. “Pusat perlu memahami, Boven Digoel ini merupakan kabupaten di Papua dengan wilayah perbatasan terpanjang dengan Papua Niugini. Pendekatan pembangunan, khususnya yang terlihat secara fisik, harus diutamakan untuk menekan keinginan memisahkan diri,” kata Yusak.
Alasan lain, bupati definitif pertama yang putra asli daerah itu tidak ingin warga asli Papua tersisih di pinggiran, ketika kota sudah benar-benar berkembang. Bayangannya, dengan membangunkan perumahan saat ini, warga asli akan tetap berada di tengah kota dalam beberapa tahun mendatang.
Melalui anggaran miliaran rupiah, ia juga mengeluarkan kebijakan pemberian asuransi kesehatan penduduk miskin (Askeskin). Sebanyak 40.000 surat Askeskin rencananya akan diluncurkan bersamaan dengan peletakan batu pertama pembangunan RSUD tipe C, yang sedang dalam pembahasan.
Meski demikian, kritik tetap muncul. Mantan Pelaksana Tugas Distrik Mandobo Bernardus Tuok (60) berpendapat, kebijakan bagi-bagi rumah dengan gratis itu tidak mendidik. “Jangan biasakan beri umpan, tapi berilah kail bagi warga asli agar biasa berusaha keras,” katanya.
